Letter writing for animal advocacy

I am advocating for two killer whales Orcas and 12 dolphins stuck in limbo in Antibes France. Their situation is dire as they are slowly dying in algae, feces, and urine infested aquariums waiting to be re-homed.  I need write a letter to the President of France and the head of the committee that is rehoming the animals.  I need help and would pay for someone to assist me in writing these letters .  Lauri Kruse 612 695 8164.
